Depends on a few things like the fall of the land and where to outlet/outfall is, tipicaly the road has a strom water drain running down the side of it and in many cases where the road is lower that the property the house strom water will drain into it. Sometimes they place the drainage at the back ...

Looks like your tipical stormwater pit lid, sewer's usualy an airtite looking lid made from a castiron frame that has conc infilled during the pour.
Google gatic sewr pit lids and then images and you'll see what they look like.
