The person responsible has contacted the police. Apparently he got swamped and swam to sure assuming his kayak had sunk. It's on The Age's website

Ripping the bones out with the skin works best when the fish are fresh, so do it as soon as possible after catching

At the end of the day, we need investment and it's not like they can pick up the land and take it with them.
