This might get a run at the Transport Safety Victoria kayak forum tomorrow.
They're very well aware of incidents like this and the number of rescues that have been occurring.
Water Police, Coast Guard, manufacturers, retailers etc. have been invited. Maverick and I have also been invited to represent kayak fishers.
Should be an interesting morning.

The least useful result of an incident like this is a kayak witch hunt. At times I've seen boats on the water at night with no lights and the last time I fished Werribee South a boat was towed to shore by the Coast Guard and I'm sure there have been a few more since the start of snapper season. An idiot on the water is an idiot because of how they behave, it has nothing to do with whether they're on a kayak, boat or a JetSki.
As far as I'm aware the regulation for human powered vessels is, "...an electric torch or lighted lantern showing a white light, exhibited in sufficient time to prevent collision." therefore if someone doesn't want to use a 360 degree light then they're not required to by law so the guy in the photo is stupid but they're not doing anything illegal.
The law needs to be changed.
